Mumbai Police : Stop Poonam Pandey's bare all plan, BJP leader tells police

Model Poonam Pandey's plan to strip if India beat Sri Lanka on Saturday has angered the Bharatiya Janata Party's (BJP) women's wing which has sought police action against her. In a letter to Police Commissioner Arup Patnaik, BJP Mahila Morcha state president Nita Kelkar said Saturday's World Cup game at Wankhede Stadium shall be graced by President Pratibha Patil and Sri Lankan President Mahinda Rajapakse.
"To strip in front of a large gathering in celebration of India's victory is highly condemnable and deserves to be halted and foiled forthwith," Kelkar urged.
"Indian women are revered and respected since time immemorial. We have a tradition of Sita, Draupadi, Jijamata, Queen of Jhansi, Tarabai Holkar, Savitri Phule, Ramabai Ambedkar, Sarojini Naidu, Indira Gandhi, Kalpana Chawla and many more.
Eminent lawyer Ganesh Sovani, explaining the legal position, said if Poonam actually sheds her clothes before the crowd, it would be a serious offence under Section 292, 294 of the Indian Penal Code and the Indecent Representation of Women Act, 1987, besides posing a security risk in view of the huge crowd at the venue.
Poonam, who has been seen in several ad campaigns, on Friday said she would seek permission from the Board of Control for Cricket in India (BCCI) and Mumbai Police before her 'bare all' act.
"I have no intention of distracting the Indian team members. It will be a legal act and it is my own idea of celebrating India's victory in the World Cup," she said.
Kelkar countered this by saying there are many other ways of celebrating India's victory without sullying the image of Indian women before the whole world.
The Shiv Sena has demanded stern action against 20-year-old model Poonam Pandey, who has said she would strip at the Wankhede Stadium here if India won the World Cup final on Saturday.
"The model has told newspapers that she would strip in the stadium, if India wins the world cup. The governme
nt has to take action to stop such things," Sena MLC Neelam Gorhe said in the Legislative Council.
"It was shocking to learn that Poonam's parents have given her permission, as per the interviews," Gorhe said.
"The government should make its stand clear on this," Gorhe, also a Sena spokesperson, said.

Orissa Police : Police commissionerate building opens

BHUBANESWAR: People in the twin cities now need not run around to get different kinds of permissions from police. A new one-stop destination was thrown open to public on Friday, when chief minister Naveen Patnaik inaugurated an impressive building to house the commissionerate of police here.

Coinciding with Utkal Divas, the police commissionerate got its permanent office over three years after it came into being. "A single window clearance system will help the public have easy access to our service," police commissioner B K Sharma said. Earlier people used to visit different police stations to get the work done.

Built over a sprawling 1.20 lakh sq ft near the 120 Battalion, the four-storey palatial building could be the second elegant government office in the city after the ECoR headquarters. "It is an impressive structure in the state," Naveen said. Notably, the Rs 20-crore building is much bigger than the state police headquarters. However, the office will be fully operational after five months. Currently, the twin city police commissioner's office is functioning in the annex of the state guest house.

"The new office is almost ready. We are giving final touches to the building. It will be fully operational in five months," chairman and managing director of Orissa State Police Housing and Welfare Corporation Sudhanshu Sarangi said.

The giant structure with 33 giant Gothic pillars and marvellous architecture was built in 18 months, Sarangi said. It is a treat to watch the Rs five lakh-clock placed atop the central dome of the building. "We bought the clock from Switzerland," Sarangi said.

Close circuit TV cameras have been installed at different points in the building. "Modern gadgets like boom barriers and motorized gates have been installed at the entrance point as part of upgraded security system," he said.

The structure has a public interface area and an auditorium for accommodating nearly 200 police officers. "The building has the five star energy efficient technology to reduce the consumption of power. We have also set up solar power and rain water harvesting facilities," Sarangi said.

Uganda Police : Police housing project bidder disqualified

KAMPALA, UGANDA- The fifth bidder for Uganda's Police housing project was recently disqualified from the list of official bidders due to failure to meet the set standards, East African Business Week understands.
EVG 3D consortium that was keen on the Police project was disqualified in their round one attempt because the documents they submitted did not meet the set standards.
"We communicated to them showing them the areas they lacked that led to our objection of the interest," explained Jim Mugunga the project officer.
The four consortiums that managed to progress to bidding stage are AHADI consortium, ALKRIGHT consortium, ACMIRS consortium and FANGDA (Africa) Developments consortium.
The Uganda Police, in a bid to modernize the force want to carry out a public-private partnership for the development of serviced housing and accommodation project with an intention of delivering suitable and decent office and home accommodation solutions for the Uganda Police Force.
The Police Houses that will be transformed first are those in the Kampala Metropolitan area.

Mugunga had earlier last week explained that the PPP arrangement is a long-term relationship between the developers and the government. He noted the companies to qualify for the project, should have capacity to construct 730 houses using their own funds, stay in, maintain and manage these projects.
"Hopefully by the last quarter of the year, this housing unit project will take off. We shall start with the metropolitan divisions like Nsambya, Kira Road, Jinja Road, Naguru, Wandegeya and Kibuli," said Mugunga.
The Uganda Police Housing Project Public Private Partnership is a procurement mechanism through which the public sector engages and exploits the private sector competencies to address the deplorable and dilapidated state of accommodation in which police officers work and live.

Orissa Police : Glare on top cop's office for flouting building norms

BHUBANESWAR: The Orissa State Police Housing and Welfare Corporation has come under the scanner for allegedly flouting building regulation norms while constructing the police commissioner's office here.
Kalinga Sena raised the issue before mediapersons here on Thursday, a day before chief minister Naveen Patnaik is scheduled to inaugurate the four-storied palatial building.
The Rs 20-crore structure has been built on a sprawling 1.20 lakh sq ft area with splendid architecture and design. The new office of the twin city police commissioner is bigger than the state police headquarters at Cuttack.
"The Bhubaneswar Development Authority (BDA) has not approved the building plan," Hemant Rath, chief of Kalinga Sena, said. "We have seen private construction companies violating BDA norms. It is shocking to know that the state-run agency gave the law a go-by," Rath said.
The corporation's CMD Sudhanshu Sarangi rebuffed the allegations. "The BDA approved our building plan on September 2, 2010," Sarangi said. He, however, admitted the corporation had not applied for approval of its plan before starting construction. "We started the construction work in August 2009. At that time we did not obtain BDA's approval. We applied for the plan's approval the same month and got it in September 2010," Sarangi said.
He said BDA set some conditions and asked the corporation to deposit certain compounding fee for flouting its norms. "We have requested the BDA to tell us the amount we need to pay as compounding fee," Sarangi said. He parried questions on why the corporation did not apply for plan approval before starting construction. It is mandatory for government and private organizations to get their building plans approved by BDA before starting construction work.
Defending the corporation, Sarangi told journalists, "A number of government offices, including the state secretariat have not adhered to the building rules and regulations as those came into existence much after the buildings were constructed."

MS Police : Dy Chairman of Maha Council raps govt over police housing

Mumbai, Apr 1 (PTI) The Deputy Chairman of Maharashtra Legislative Council today expressed displeasure over apathy of the state government toward providing better housing to police personnel. "Whenever there is any issue of common man, the government officials would raise some technical point. I have been trying for past eight years to get repair the houses in police colony in suburban Thane and written to everyone including DGP and then Home Minister but in vein," Davkhare said in the council during discussion on poor plight of police housing in the city. He criticised the state officials for adopting double standards when it comes to housing for police personnel. Congress MLC Mohan Joshi raised the issue of dilapidated condition of police housing colonies near Mumbai Central station. Asking for redevelopment of the buildings that had been built 90 years ago, Joshi demanded immediate repair of the structures. In his reply, Minister of State for Urban Development, Bhaskar Jadhav accepted poor plight of the houses and said the government was considering a proposal of redevelopment under the provision of cluster development.

WC Cricket फाइनल : यहां परिंदा भी नहीं मार पाएगा पर!


मुंबई। भारत और श्रीलंका के बीच शनिवार को होने वाले फाइनल मैच के दिन पूरा वानखेडे स्टेडियम परिसर ‘नो फ्लाइंग जोन’ रहेगा। गुरुवार को सुरक्षा इंतजाम का जायजा लेने के बाद महाराष्ट्र के गृह मंत्री आरआर पाटील ने यह घोषणा की।पाटील ने बताया कि मैच के दिन करीब ३ हजार पुलिस कर्मी पूरी मुस्तैदी से स्टेडियम परिसर की सुरक्षा करेंगे।

सुरक्षा के काम में पुलिस कर्मियों के अलावा राष्ट्रीय सुरक्षा गार्ड (एनएसजी), रैपिड एक्शन फोर्स, राज्य रिजर्व पुलिस बल और क्विक रिस्पॉन्स टीम के जवानों को भी तैनात किया जाएगा। इसके अलावा किसी भी आपात या फिर आतंकी गतिविधि से निपटने के लिए फोर्स वन के जवान तैनात किए जाएंगे।

पाटील ने बताया कि मुंबई के पुलिस कमिश्नर अरूप पटनायक की देखरेख में सुरक्षा इंतजाम किए गए हैं। उन्होंने क्रिकेट प्रेमियों से अपील की है कि वे फाइनल मैच का टिकट पाने के लिए स्टेडियम परिसर के पास इकट्ठा न हों, क्योंकि सभी टिकट पहले से ही बिक चुके हैं।

बल्क एसएमएस पर 2 अप्रैल तक प्रतिबंध
पटनायक ने बताया कि एहतियात के तौर पर शनिवार को फाइनल मैच होने तक बल्क एसएमएस पर प्रतिबंध लगा दिया गया है। वानखेडे स्टेडियम के एक किमी के दायरे तक मैच के दिन नो पार्किग जोन होने की वजह से क्रिकेट प्रेमी स्टेडियम तक आने के लिए लोकल ट्रेन या फिर बेस्ट की बसों का उपयोग करें।

अतिरिक्त ट्रेनें
फाइनल मैच के दिन दक्षिण मुंबई में उमड़ने वाली भीड़ के मद्देनजर सेंट्रल रेलवे ने तीन अतिरिक्त लोकल ट्रेन चलाने की घोषणा की है। इसमें एक ट्रेन पनवेल और दो कल्याण के लिए चलाई जाएंगी।
शनिवार को भारत-श्रीलंका के बीच होने वाले 2011 विश्व कप फ़ाइनल मैच के लिए मुंबई में सुरक्षा के कड़े इंतजाम किए गए है.
तीस हज़ार से ज़्यादा की क्षमता वाले वानखेड़े स्टेडियम के बाहर सुरक्षाबलों का तांता लगा हुआ है. मुंबई पुलिस के अलावा राष्ट्रीय सुरक्षा गार्ड्स, महाराष्ट्र पुलिस की विशिष्ट फ़ोर्स वन, रैपिड ऐक्शन फ़ोर्स सहित अन्य सुरक्षा बलों को भी तैनात किया गया है.
मुंबई पुलिस कमिश्नर अरूप पटनायक ने कल बताया था कि इस बड़े मैच के लिए करीब 5,000 सुरक्षाबलों को तैनात किया गया है और उन्होंने अपने कैरियर में इतना बंदोबस्त नहीं देखा है.
उन्होंने कहा, ''सुरक्षाबलों और स्टेडियम के स्टाफ़ को बायोमेट्रिक कार्ड दिए गए हैं. पूरे स्टेडियम के आसपास तीन-सतही सुरक्षा व्यवस्था की गई है. अच्छा हो कि दर्शक मैच शुरू होने के तीन घंटे पहले ही स्टेडियम में पहुँच जाएं. स्टेडियम के अंदर और बाहर जाने वाले दरवाज़ों को शायद पाँच बजे के बाद ही बंद कर दिया जाए."

इसके अलावा कई जगहों पर ऐंटी-एयरक्राफ्ट बंदूकों को भी तैनात किया गया है और मुंबई पुलिस, भारतीय नौसेना और तटरक्षक को एलर्ट कर दिया गया है.
कहा जा रहा है कि इस मैच को देखने भारतीय राष्ट्रपति श्रीमती प्रतिभा पाटिल भी स्टेडियम में होंगी और श्रीलंका के राष्ट्रपति महिंदा राजपक्षे भी वहां पहुंचेंगे. साथ ही महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चौहान और कई नामी गिरामी लोग भी इस मैच को देखेंगे.

सुरक्षा एजेंसियां चौकस

मीडिया में ऐसी खबरें आती रही हैं कि चरमपंथी विश्व कप के मैचों को निशाना बना सकते हैं. पुलिस का कहना है कि जिन विदेशियों को टिकट दिए गए हैं, उनके बारे में भी जाँच की जा रही है.
उधर तटरक्षकों का कहना है कि समुद्री सुरक्षा को मज़बूत करने के लिए उन्होंने तेज़ी से हमला करने वाले जहाज़, गश्त लगाने वाले जहाज़ और फ़ास्ट इंटरसेप्टर क्राफ़्ट तैनात किए हैं. साथ ही कई दूसरे चेक प्वाईंट भी बनाए गए हैं.
समुद्र तट से लगे गांवों में लोगों को आगाह किया गया है कि वो चौकस रहें. इसके अलावा सुरक्षा एजेंसियों की मदद करने वाले मछुआरों से भी सजग रहने को कहा गया है. विशिष्ट मरीन कमांडो यानि मारकॉस को हेलीकॉप्टरों के साथ तैनात किया गया है.
महाराष्ट्र के अलावा गुजरात के समुद्री तटों के आसपास भी सुरक्षा बढ़ाई गई है.
मुंबई पुलिस की तरफ़ से लोगों को सलाह दी गई है कि मैच के सभी टिकट बिक गए हैं और वो टिकट हासिल करने की कोशिश न करें और स्टेडियम के आसपास नहीं मंडराएं. दर्शक खाने का सामान, बैग, कैमरा और दूरबीन जैसी चीज़ों को स्टेडियम के अंदर नहीं ले जा सकते है.
वानखेड़े स्टेडियम के आसपास का सारा इलाका यानि दक्षिणी मुंबई मैच के दिन नो फ़्लाई ज़ोन रहेगा. समुद्र के रास्ते दक्षिणी मुंबई जाने के रास्ते सील कर दिए जाएंगे.
एक अनुमान के मुताबिक स्टेडियम के अंदर और बाहर 250 से ज़्यादा सीसीटीवी कैमरों का इस्तेमाल किया जाएगा.
