शिमला : गणतंत्र दिवस के मौके पर प्रदेश के पांच पुलिस अधिकारी व कर्मचारियों को राष्ट्रपति पुलिस पदक से सम्मानित किया गया। इस सूची में आइजी पुलिस होमगार्ड शिमला के आइपीएस अधिकारी शिव राम शर्मा को विशिष्ट सेवा के लिए पुलिस पदक से सम्मानित किया गया। धर्मशाला में तैनात डीएसपी स्टेट सीआइडी परस राम, सीआइडी यूनिट चंबा के इंस्पेक्टर भुवनेश कुमार, स्टेट सीआइडी शिमला के इंस्पेक्टर राकेश कुमार पठानिया और पीएसबी नगर जिला किन्नौर के हेड कांस्टेबल टेकचंद को उत्कृष्ठ सेवा के लिए पुलिस पदक से सम्मानित किया गया।

On the occasion of Republic Day, as many as nine policemen serving in various police establishments in Pune and one from Solapur have been nominated for the President’s Police Medal for distinguished service. Among them are additional director general of police and state CID chief Ashok Dhiware, deputy superintendent (DySP) Deepak Bhikoba Humbre, senior police inspectors Ganpat Vithoba Nikam, Manohar Joshi, inspectors Balraj Shivraj Lanjile, Dattatraya Dnyaoba Pawar, J S Pathan, sub-inspector Ramesh Vitthal Bhosale and assistant sub inspector Sitaram Babanrao Narke and DySP Milind Kalidas Patil from Solapur. Dhiware joined the Maharashtra Police Service as deputy superintendent in 1978. As inspector general (Nagpur range) he succeeded in collecting soft intelligence with the help of community policing Janjagran Abhiyan, which resulted in the arrest of 19 hardcore Naxalites, 116 associates and elimination of 26 Naxalites and surrendering of 40 Naxalties and 51 associates.
Humbre joined the state police as sub inspector in 1987. He is currently posted with the state CID, Pune. He has so far received 201 prizes and 29 certificates for crime detection and investigation skills. In his 25 years of service, he has also worked in Mumbai, Pune and Aurangabad and arrested notorious criminals like Jagdish Shankar Yadav, besides solving serious crimes. Nikam is currently attached to the special branch of Pune city police. He joined the police force in 1977 as a constable. He has so far received 258 prizes and 38 certificates for crime detection and investigation. Joshi is currently posted at Deccan Gymkhana police station of city police. He joined the police force in 1984 as sub inspector. He worked in different parts of the state and has so far received 305 rizes. Pune police commissioner Meeran Borwankar gave him a reward of Rs 2,500 for recording the conversation between Shiv Sena leaders Neelam Gorhe and Milind Narvekar, allegedly about causing violence in the city during the bandh called on December 28, 2010.

Police Awards: Andaman & Nicobar Police: Cop who probed Jarawa dancing case gets Prez Police medal

Port Blair, Jan 26 (PTI) Superintendent of Police, South Andaman, S B S Tyagi, who led the team probing the episode of dancing of semi-naked Jarawa tribal women before tourists, has been awarded the President's Police Medal for meritorious service. Tyagi who had joined Delhi Police as Assitant Commissioner of Police in 1984, joined the Andaman and Nicobar Police as Commandant of Indian Reserve Police since 2009. He has been Superintendent of Police in South Andaman since 2010. He also served as a Deputy Commissioner of Police in Rashtrapati Bhavan as incharge of President's security during the tenures of A P J Abdul Kalam and Pratibha Patil.
After the video featuring the dancing jarawa women was posted on the website of a British daily, he was tasked to find the people responsible for videographing semi-naked jarawa women who were asked to dance in front of tourists in exchange for food. Within a fortnight after detailed investigations, South Andaman Police led by Tyagi nabbed two persons responsible for shooting the video and providing it to a UK-based journalist in return for a hefty amount.

श्रीनगर : एसएसबी अकादमी श्रीनगर के सेनानायक (चिकित्सा) डॉ. पी मित्रा को भारतीय पुलिस पदक से सम्मानित किया गया है। डॉ. मित्रा को केंद्रीय अ‌र्द्धसैनिक बल और सशस्त्र सीमा बल में उनकी 22 वर्षो की सर्वोत्तम सेवाओं के लिए राष्ट्रपति अनुमोदित भारतीय पुलिस पदक से नवाजा गया। पिछले पांच वर्षो से वह एसएसबी अकादमी श्रीनगर में सेनानायक (चिकित्सा) के पद पर कार्य कर रहे हैं।
इससे पूर्व डॉ. मित्रा सेक्टर मुख्यालय रानीखेत में वरिष्ठ चिकित्सा अधिकारी के पद पर कार्यरत रहे।

Gender and rights activists have protested against the Union government presenting a gallantry award to a Chhattisgarh cadre police officer who allegedly supervised the torture of Soni Sori, a school teacher accused of assisting the banned Communist Party of India (Maoist). On Republic Day, the officer, Ankit Garg, was awarded the Police Medal for Gallantry for his role in an October 9, 2010 counterinsurgency operation, in which about 250 members of the State's Special Task Force and district police ambushed Maoist guerrillas in Mahasamund district. Six Maoists were killed and two civilians, including a deaf and mute manual labourer, died in controversial circumstances. The police maintained that the civilians were caught in the crossfire in the course of a fluid operation. Mr. Garg was subsequently appointed Superintendent of Police of Dantewada when Ms. Sori was arrested in October 2011 and accused of acting as a Maoist courier.
In a series of letters submitted to the Supreme Court, Ms. Sori says Mr. Garg verbally abused her and directed police personnel to torture her. She alleged that Mr. Garg watched as junior police personnel stripped her naked, administered electric shocks and assaulted her. According to her lawyers, a medical examination found two stones in Ms. Soni's genital tract and another in her rectum. “Is this, then, the gallant behaviour of our Dantewada police under the able guidance of SP Ankit Garg, which the government is now felicitating? Is this an award for ruthlessly torturing people? Does the government approve of these methods? Is this an accepted way of carrying out war against their own people in the name of anti-Naxal operations?” asks a press note circulated by Women Against Sexual Violence and State Repression, a national network of women's and rights organisations. Mr. Garg has, however, categorically denied the allegations. “I can only say that the accusation has been made in the Supreme Court and the court has taken a decision on the 25th [of January]. More than two months have passed [since these allegations were first made.],” said Mr. Garg, who has subsequently been recalled to the police headquarters in Raipur.
“The final hearing is yet to begin,” said Colin Gonsalves, Ms. Sori's lawyer, disputing Mr. Garg's assertion that the court had come to a decision. Vishwa Ranjan, Director-General of Police (Home Guards), said: “The Police Medal for Gallantry is for a specific instance … it is not like the award for Meritorious Service … Ankit Garg led one of the teams in the Mahasamund [encounter].” He added the Soni Sori case was a separate issue that was now sub judice.

SOME officers, featuring in the list of bravehearts rewarded for showing exemplary dedication in the line of duty, have a shady past. One IPS officer from Chhattisgarh and two Jammu and Kashmir police officers are facing allegations of violation of the law in varying degrees. A Police Medal for gallantry was conferred upon Ankit Garg, a former superintendent of police at Dantewada district in Chhattisgarh, this Republic Day. Garg is facing a suit in the Supreme Court for torturing a tribal woman under custody. The woman, Soni Sori, was arrested on October 8, 2011 and was allegedly tormented on the charges of being a Maoist sympathiser.
Sori had approached the apex court, which had ordered the Chhattisgarh government in December 2011 to transfer Sori from Jagdalpur to Raipur Central Prison. Government sources, however, clarified that Garg has been awarded for gallantry against Maoists, which had nothing to do with Sori’s allegations. A medical examination had revealed the presence of stones in Sori’s private parts and rectum, which she alleges are the proof of the torture she had undergone in Garg’s custody. The case is still pending before the apex court. Women’s rights groups have expressed their dismay over the medal to Garg. “ By giving an award in the face of these complaints which have not even received a cursory investigation, both the Central and state governments are condoning this sexual violence which is being perpetrated in the name of anti- Naxal operations,” Women against Sexual Violence and State Repression ( WSS), a national network of women’s organisations, said in a statement on Thursday. Similar is the case of two Jammu and Kashmir police officers, chosen for the commendation cards by the army. The army on Wednesday announced gallantry awards to five officers, three of whom were chosen for the COAS Commendation Card. One among them — Altaf Ahmad Khan, the then SP Sopore — was transferred by the state government for a custodial death in the Sopore. The other, who was given the army commanders commendation card, Ashiq Hussain Tak, the then DSP of Sopore was also transferred in the same case.
The case pertains to Nazim Rashid in a Sopore police station in August 2011. Rashid, 25, used to run a grocery store in the Sopore town. He was arrested by the Special Operation Group of the J& K police. He died in custody with his body bearing marks of torture. While two policemen – Nisar Ahmad and Mohammad Abbas — were arrested in the case, Khan was transferred and Tak was attached. Chief minister Omar Abdullah had described the custodial death of Rashid as a “ gross human rights violation and inexcusable crime”. Soni Sori, a tribal woman, had alleged torture in custody.

Another three staffs of Manipur Central Jail, Sajiwa, namely assistant jailor Ningombam Hemantakumar, chief head warden Athokpam Ibotombi abd warden Thangjam Nabakumar have been selected for President’s Correctional Service for Meritorious and Distinguished Service.

GUWAHATI, Jan 25 – Seven police personnel of Assam have been selected for President’s police medals. The names of the police personnel for the President’s medals have been declared on the occasion of the Republic Day. Police sources said here that RK Chandranathan, ADGP, Administration and AK Jha, ADGP, Modernisation have been selected for President’s medals for distinguished service.
Two policemen have been selected for President’s police medal for gallantry. They are Additional SP Satyajit Nath and constable Gokul Chetri. The police personnel selected for President’s police medal for meritorious service are Inspector Abu Sadique Md Taher, Havildar Kailash Nath and Constable BK Singh.

Police Awards: AP Police: Hyderabad: Nalin Prabhath gets Gallantry Award for third time...only officer to get the Gallantry medal thrice...Very few police officers get the Gallantry more than once...

A senior IPS officer of Andhra Pradesh cadre, Nalin Prabhath, currently deputed to the Central Reserve Police Force (CRPF) has been awarded the Police Medal for Gallantry for the third time.
Mr. Nalin Prabhath was selected for the medal for the third time for his participation in a dare devil operation in Pulwama district of Jammu and Kashmir in 2009. The CRPF team led by Mr. Nalin Prabhat killed a top Lashkar divisional commander Atif and another Pakistani militant in the gun battle that lasted over four hours. The IPS officer, who is of the rank of Deputy Inspector-General, is currently posted in Kashmir. Very few police officers get the Gallantry more than once and in Andhra Pradesh he is the only officer to get the Gallantry medal thrice.

Police Awards: Goa Police: Goa DIG Yadav wins President's medal...

PANAJI: DIG Ravindra Yadav, an officer of the 1995 batch of IPS, has been awarded the President's police medal for meritorious services. This was announced by the union home ministry on Wednesday.
"If my father was alive, he would have been really proud of me. He was part of the Indian Army team that liberated Goa in 1961 and today, in the Golden jubilee year of Goa's liberation, I have been awarded the President's police medal while I am serving in Goa", DIG Yadav told TOI. While seniors call Yadav a "balanced, experienced and hardworking officer who is an asset to the police force", the juniors describe him as "professional who likes to maintain a low profile and gives due credit to his juniors when it is deserved". Posted to Goa in 2008, he is a direct supervisory officer of the two district police forces, crime branch, anti narcotic cell (ANC) and economic offences cell (EOC). He has also ensured the arrest of alleged serial killer Mahanand Naik and the Chandrakant Talwar gang members, who were involved in a series of murders of women for money. He earned the respect of his colleagues and general public when he led from the front to launch a jungle operation in the Agonda forest against the armed kidnappers of Starling D'Souza, son of a North Goa hotelier, and ensured the safe rescue of the victim. He also supervised the police team that rescued the kidnapped Aamir Sayed from Vasco and Sagar Wadhwani from Mysore. He has closely guided the Goa police's special investigation team (SIT) in investigations and arresting the accused responsible for planting bombs on October 16, 2009, which was applauded by the national investigation agency (NIA), which later took over the investigations.

Police Awards: JK Police: JK Police SPO becomes first to get Shaurya Chakra...

Barket Ali became the first Special Police Officer of Jammu and Kashmir Police to be awarded with Shaurya Chakra for showing exemplary courage in gunning down two dreaded Lashker-e-Taiba militants in higher reaches of Doda in Jammu region in 2010. Ali was part of a joint team of J & K Police and 26 Rashtriya Rifles which launched a cordon-and-search operation in Thatri forest area of Doda on May 19, 2010. He was critically injured after gunning down militants Abu Anas and Abu Maz belonging to LeT.
Ali breathed his last on his way to hospital. The courage displayed by him did not go unnoticed and Director General of JK Police Kuldeep Khoda recommended him for the gallantary medal despite Ali not being from regular police force. "He set an example of courage and our heart goes with the family which had an irreperable loss," Khoda told PTI over phone from Jammu. He said SPOs and regular police are working hand in hand in the state to eradicate militancy.

Twenty Delhi Police personnel were awarded the President’s Police Medal for Distinguished Service and Police Medal for Meritorious Service on the eve of the Republic Day.
Joint Commissioner of Police (Rashtrapati Bhavan) Balaji Srivastava, Additional Commissioner of Police (New Delhi) Keshav Chandra Dwivedi and Sub-Inspector (Supervisor Operations) Baljit Singh have been conferred the President’s Police Medal for Distinguished Service and the remaining 17 have been awarded the Police Medal for Meritorious Services. An Indian Police Service (IPS) officer of 1988 batch, Srivastava is known for his insights and ability to make in-depth analysis of developments in political, military and economic spheres. He has also handled sensitive assignments in the Northern sector of the country and subsequently overseas. For his outstanding contribution, Srivastava was also awarded the Indian Police Medal for Meritorious Service in Republic Day, 2005.
Keshav Chandra Dwivedi had joined as an Assistant Commissioner of Police in 1980 and was earlier awarded the Police Medal for Meritorious Service in 2005. Baljit Singh, who was enlisted as a Constable in September 1972, has been awarded the President’s Police Medal for Meritorious Service in 2001. He has also earned 220 rewards during his service. रेलवे के 19 कर्मचारियों को नौकरी के दौरान दिखाई गई वीरता के लिए राष्ट्रपति प्रतिभा पाटिल गणतंत्र दिवस पर पुलिस मेडल प्रदान करेंगी। रेल मंत्रालय ने बताया कि ये मेडल भारतीय रेल में कार्यरत आरपीएफ और आरपीएसएफ जवानों को बहादुरी दिखाते हुए मुसाफिरों की सुरक्षा के लिए दिए जा रहे हैं।
अपनी जान की परवाह न करते हुये रेल मुसाफिरों की जान बचाने के लिए दक्षिण-पश्चिम रेलवे में कांस्टेबल एस. एस. रामचंद्र और उत्तर मध्य रेलवे में सब इंस्पेक्टर मोहन लाल खिचड़ी को पुलिस मेडल प्रदान किया जाएगा। बीएसएफ में असिस्टेंट कमांडेंट डी. एन. चतुर्वेदी को भी राष्ट्रपति पुलिस मेडल दिया जाएगा। इसके अलावा उत्कृष्ट सेवा के लिए 15 कर्मचारियों को भारतीय पुलिस मेडल भी प्रदान किए गए।

Police Awards: HR Police: ड्यूटी के लिए जान की परवाह न करने वाले हरियाणा पुलिस के सिपाही सुरेश कुमार को मरणोपरांत राष्ट्रपति पुलिस मैडल..जय हिंद..

ड्यूटी के निर्वाह में अपने प्राणों की परवाह न करने वाले सिपाही सुरेश कुमार को मरणोपरात बहादुरी के लिए पुलिस मैडल प्रदान करने के लिए चयनित किया गया है। हरियाणा पुलिस ने उन्हे मरणोपरात पुलिस मैडल प्रदान करने की सिफारिश की थी। राष्ट्रपति यह अवार्ड देंगी। सिपाही सुरेश कुमार (नं. 1/192 प्रथम वाहिनी हरियाणा पुलिस अंबाला) गांव मुस्तफाबाद (यमुनानगर) का रहने वाला था। वह थाना कालका में तैनात था। 24 अगस्त 2010 को कालका पुलिस को सूचना मिली थी कि दो मोटर साइकिल चोर मनीमाजरा में फन रिपब्लिक या यवनिका पार्क के पास वाहन बेचने आ रहे हैं। पुलिस ने इन्हे पकड़ने के लिए कालका एसएचओ मुकेश कुमार के नेतृत्व में दो टीमें बनाई। सुरेश और राजेश को यवनिका पार्क के पास तैनात कर दिया गया। वहा मोटरसाइकिल पर दो युवक पहुंचे। सुरेश सिविल कपड़ों में था लेकिन चोरों को शक हो गया और उन्होंने भागने की कोशिश की। इसी दौरान सुरेश ने एक चोर को पकड़ लिया। सुरेश की पकड़ में आए चोर ने उसकी छाती में चाकू मार दिया था। सुरेश ने चाकू लगने के बाद भी उससे काफी देर तक जद्दोजहद की थी। यह देखकर राजेश भी उनकी ओर भागा। सुरेश को तुरत अस्पताल ले जाया गया, जहां पर डॉक्टरों ने उसे मृत घोषित कर दिया। पुलिस ने सेक्टर 2 में एक आरोपी को गिरफ्तार कर लिया था। हमला करने वाला चोर बाद में पुलिस की गिरफ्त में आया था।

हरियाणा के अतिरिक्त पुलिस महानिदेशक सुरजीत सिंह इस साल गणतंत्र दिवस पर राष्ट्रपति पुलिस मेडल से सम्मनित होने वाले प्रदेश के एकमात्र पुलिस अधिकारी हैं. जिला प्रशासन के प्रवक्ता ने बताया कि 1984 बैच के आईपीएस अधिकारी देसवाल गुड़गांव के पुलिस आयुक्त 19 फरवरी 2009 से 31 अक्तूबर 2011 तक रहे. वह फिलहाल चंडीगढ में हरियाणा पुलिस में अतिरिक्त पुलिस महानिदेशक के पद पर तैनात हैं.

Police Awards: Bihar Police: Mujjaffarpur: राष्ट्रपति पुलिस मेडल पाने वालों में बिहार के मुजफ्फरपुर का जलवा, यहां काम कर चुके कई अधिकारी हुए पुरस्कृत..

पुलिस मेडल सम्मान पाने में मुजफ्फरपुर का नेतृत्व करने वाले पुलिस अधिकारी छाये रहे। सारण के डीआइजी सुनील कुमार, दरभंगा के डीआइजी सुधांशु कुमार और मगध के डीआइजी नैयर हसनैन खां मुजफ्फरपुर एसपी रह चुके हैं। तिरहुत रेंज के डीआइजी बच्चू सिंह मीणा और विजिलेंस एसपी उपेन्द्र प्रसाद सिंह वर्तमान में मुजफ्फरपुर में ही तैनात हैं। एएसपी के रूप में वर्ष 2000 में श्री मीणा ने दो एके 47 व नाइन एमएम के पांच पिस्टल समेत शहाबुद्धीन के शार्गीदों को पकड़ा था। बिहार में एके47 पहली बार मिली थी। जहानाबाद में जेल ब्रेक कांड के बाद उन्हें जिले की कमान शांति-अमन कायम करने के उद्देश्य से सौंपी गई। बेतिया में भांगड़ व वंशी यादव गिरोह का सफाया कर उन्होंने वहां अपहरण उद्योग का खात्मा किया। पटना एसएसपी के रूप में इनका कार्यकाल बेहतरीन रहा है। उन्हें पूर्व में दो बार आंतरिक सुरक्षा मेडल और सीएम के हाथों पांच बार पुरुस्कार मिल चुका है।
उधर, विजिलेंस एसपी उपेन्द्र प्रसाद सिंह 1992 में बाबरी मस्जिद के समय सांप्रदायिक वातावरण में शांति का माहौल बनाने में भागलपुर डीएसपी के पद पर सफल साबित हुए थे। उन्होंने मोतिहारी के पकड़ीदयाल में एसडीपीओ के रूप में एके 56 की बरामदगी की थी। इसके लिए इन्हें डीजीपी ने पुरुस्कृत किया था। पकड़ीदयाल में 74 नक्सलियों और बिक्रमगंज में 15 नक्सलियों का उन्होंने आत्मसमर्पण कराया था। सुपौल के त्रिवेनीगंज में उन्होंने सीएम नीतीश कुमार के समक्ष 164 कुख्यात डकैतों को समर्पण कराकर एक मिसाल कायम की थी। इन सभी कार्यों को लेकर दोनों पुलिस अधिकारियों को सराहनीय सेवा से सम्मानित किया गया है।
