Mumbai Police: Anna Hazare: सरकार क्यों नहीं बनाती पुलिस कैंटिंन, अन्ना के अनशन के दौरान खाने को तरस जाते पुलिसवाले यदि लोकल बिजनेसमैन नहीं करते खाने-पीने का इंतजाम..

More than 3,000 cops who have been deployed for bandobast duty for the Team Anna protest at the Bandra-Kurla Complex, would have to fall back on the age-old system of "adjustment" and take help from local caterers and businessmen for food packets and water bottles. There is an unwritten rule in the police force, senior police officers told TOI, that the zonal deputy commissioner along with senior inspectors should arrange for cops' daily requirements. In case state reserve police force (SRPF) personnel are assigned on duty, local police must approach schools and other institutes in the vicinity to accommodate them.
An IPS officer, though, said this time, the SRPF has not been deployed in large numbers. Constables get Rs 700 food allowance every month and their seniors expect them to use the amount for expenses incurred during bandobast duty. Officers at the BKC police station, under whose jurisdiction the MMRDA ground is situated, were busy since the past two days to convince their wellwishers to provide food and water to policemen . They had also requested a local businessman to arrange for water drums for three days. An officer said, "The police are using their contacts for the purpose. Seniors usually don't provide sufficient funds." In case provision for water is not made, security personnel would have to walk a kilometer to reach the BKC police station. Besides, there are no cheap food stalls in the vicinity of ground, said an officer. Cops will be deployed in two, 12-hour-long shifts. "The local police have to keep the rule book aside to ensure that the personnel helping them to maintain the lawand-order situation should not face a food and water problem as it affects their morale." An IPS officer suggested that the government should create police canteens in different parts of the city or arrange for a mobile mess to deal with the issue.

MUMBAI: Like IPS officials, police officers of the Maharashtra state cadre (from rank of deputy superintendent of police to sub-inspector) will also have to file their immovable property returns every year. According to the existing norms, the state cadre officers have to file immovable assets' returns once in five years.
Admitting that not all policemen were clean, home minister R R Patil said, "Like other departments, there are a few 'black sheep' in the police department, too. To ensure more transparency in the system, I have asked the department to make changes in the existing rules for declaration of immovable assets. IPS officials file their immovable property returns every year. On similar lines, the state cadre police officers, too, will now have to file declare their assets annually." Patil made the statement last week while replying to law and order debate on the last day of the assembly session which recently concluded in Nagpur.

मुम्बई।। अन्ना हजारे के अनशन के दौरान एमएमआरडीए मैदान में कुछ पुलिसवालों ने भी गांधीवादी कार्यकर्ता के समर्थन में नारे लगाए। ये पुलिसवाले सादी वर्दी में भीड़ में मिले हुए थे और इस बात पर नजर रख रहे थे कि कहीं वहां कोई शरारती तत्व तो मौजूद नहीं है।
ये पुलिसवाले हजारे के समर्थक नहीं थे, लेकिन किसी अप्रिय घटना को रोकने के उद्देश्य से भीड़ का हिस्सा बने हुए थे। एक कॉन्स्टेबल ने बताया, 'हमें ऐसा करने के लिए निर्देश मिले थे। सादी वर्दी में हमने कई बार नारे लगाए।' पुलिस उपायुक्त (प्रवक्ता) निसार तम्बोली से जब संपर्क किया गया तो उन्होंने टिप्पणी करने से इनकार कर दिया।

कानपुर। रविवार रात डीआईजी ने वायरलेस पर संदेश दिया है। उन्होंने कहा कि हर साल में आदर्श आचार संहिता का पालन कराएं। ज्वलनशील इलाकों, मतदान और मतदेय स्थनों को चिन्हित किया जाए। मतदान से रोकने वाले लोगों पर कड़ी कार्रवाई की जाए, ताकि मतदाता निडर होकर मतदान कर सकें। जिन लोगों पर पिछले चुनाव में गड़बड़ी के आरोप लगे थे, उन पर सख्त कारवाई की जाए।
डीआईजी ने कहा कि किसी भी हाल में सरकारी इमारतों पर राजनैतिक दलों के पोस्टर और बैनर न लगें। प्रत्याशी के दफ्तर में एक बैनर और पोस्टर ही लगाया जाएगा। अवैध शराब और शस्त्र खरीदने और बेचने वालों पर कड़ी कार्रवाई की जाए। साथ ही जिन लोगों के खिलाफ गैर जमानती वारंट जारी है, उनकी गिरफ्तारी की जाए। आचार संहिता का उल्लंघन करने वाले प्रत्याशी और उनके समर्थक पर कानूनी कार्रवाई की जाए, ताकि शांति पूर्ण तरीके से चुनाव संपन्न कराया जा सके।

अब ट्रैफिक पुलिस लोगों से पूछेगी कि शहर की रोड को सेफ बनाने में उनका क्या योगदान रहा। ऐसे ही और भी कई सवाल पुलिस लोगों से पूछने जा रही है। इसके लिए पुलिस करीब 10 हजार पम्फलेट प्रिंट करा लोगों और वाहन चालकों के बीच बांटेगी। साल के अंतिम दो दिन यह अभियान चलाया जाएगा। इससे पुलिस लोगों को टै्रफिक नियमों के प्रति जागरूक करने के साथ साथ उनकी जिम्मेदारी भी बताएगी। इसके लिए डीसीपी ट्रैफिक ने अपने सभी ट्रैफिक इंस्पेक्टर, जोनल ऑफिसरों और दोनों ट्रैफिक पुलिस थानों के प्रभारियों को आवश्यक दिशा निर्देश दे दिए हैं।
हर समय पुलिस की कार्यशैली व व्यवहार पर उंगली उठाने वाले लोगों को अब पुलिस के सवालों का जवाब देना होगा। पम्फलेट के माध्यम से पुलिस लोगोें व वाहन चालकांे से यह पूछेगी कि रोड को सेफ बनाने में उनका क्या योगदान रहा? उन्होंने ट्रैफिक नियमों के तहत गाड़ी चलाई या नहीं? क्या आप आगे से ट्रैफिक नियमों का पालन करेंगे? इस तरह के दर्जन भर सवाल पुलिस लोगोें से पूछेगी। इसके बाद पुलिस लोगों से यह प्रण भी करवाएगी कि वह आगे से ट्रैफिक नियमों के तहत ही गाड़ी चलाएंगे। ऐसा करके वह न केवल अपनी बल्कि दूसरों की जिंदगी भी सुरक्षित रख सकेंगे। यह अभियान एक्सप्रेस वे, हाइवे, एमजी रोड, डीएलएफ, सुशांत लोक, सेक्टर 55/56 के अलावा सोहना रोड और ओल्ड सिटी में चौक चौराहों पर चलाया जाएगा। डीसीपी ट्रैफिक भारती अरोड़ा ने बताया कि लोगों में जागरूकता लाने व उनकी जिम्मेदारी तय करने के लिए यह अभियान चलाया जाएगा। लोगों से रोड को सेफ बनाने में उनके योगदान के बारे में पूछा जाएगा ताकि उन्हें भी अपनी जिम्मेदारी का अहसास हो सके।

खुद को हाईटेक करने का दावा कर वेबसाइट लांच करने वाली जिला पुलिस अपनी वेबसाइट को अपडेट करने में सुस्त है। पुलिस अधिकारियों के बदले जाने या नए आने की सूचना फौरन वेबसाइट पर आ जानी चाहिए, पर ऐसा नहीं हो पा रहा है। अभी भी जिला पुलिस की वेबसाइट पर कुछ ऐसे अधिकारी हैं, जो यहां से जा चुके हैं, पर वेबसाइट पर वह जालंधर में ही नियुक्त हैं। इसके अलावा जिला पुलिस की वेबसाइट पर एक फेक पाथ ऐसा भी है, जो पुलिस को बदनाम कर रहा है। इस फेक पाथ पर पुलिस के बर्बर कारनामों के साथ-साथ अश्लीलता भी भरी हुई है।
अभी कुछ दिन पहले ही एसीपी ट्रैफिक दिलजिंदर सिंह ढिल्लों जालंधर से ट्रांसफर हो चुके हैं। उनकी जगह पर एसीपी राहुल चार्ज ले चुके हैं। बावजूद इसके पुलिस की वेबसाइट में एसीपी ट्रैफिक दिलजिंदर सिंह की तस्वीर नजर आती है। इसके अलावा एडीसीपी राजपाल सिंह संधू भी बदल चुके हैं और उनकी जगह पर एडीसीपी एचएस खख चार्ज ले चुके हैं, लेकिन वेबसाइट पर सर्च मारने पर एडीसीपी राजपाल सिंह संधू का ही नाम नजर आता है। इसी तरह एसीपी क्राइम राजिंदर चीमा भी जा चुके हैं, पर वेबसाइट पर उन्हीं का नाम आ रहा है

UP Police: Kanpur: विधानसभा चुनाव के एलान से टाइट हुई यूपी पुलिस, पुलिस लाइन में चुनाव सेल बना..

कानपुर। आगामी विधान सभा चुनाव के लिए पुलिस ने तैयारी तेज कर दी है। रविवार को पुलिस लाइन के मनोरंजन कक्ष में चुनाव सेल गठित कर दिया गया। पुलिस ने अब तक 288 गांव और मुहल्ले ऐसे चिन्हित किए है, जो अति संवेदनशील हैं। यहां पहले भी चुनाव के दौरान घटनाएं हो चुकी हैं। अब तक चुनाव प्रभावित करने वाले 196 लोगों की पहचान की गई है। राज्य में विधान सभा चुनाव के बदले परिसीमन से अफसरों को दिक्कतें आ रही हैं। नए सिरे से संवेदनशील, अतिसंवेदशील क्षेत्रों और मतदान केंद्रों का चिन्हिकरण किया जा रहा है। पुलिस के लिए सबसे बड़ी परेशानी गड़बड़ी करने वाले अराजतक तत्वों की पहचान करना है। डीआईजी राजेश कुमार राय ने बताया कि एसपी क्राइम को चुनाव का नोडल अफसर बनाया है। साथ ही सेल प्रभारी की तैनाती भी कर दी। मतदान के लिए 154 कंपनी अर्ध सैनिक बल और 16 कंपनी पीएसी की मांग निर्वाचन आयोग से की है। अभी और फोर्स का प्रस्ताव भेजा जा सकता है।
नोडल अफसर ने जिले की 10 विधान सभा क्षेत्रों के क्षेत्राधिकारियों और थानेदारों से चुनाव में गड़बड़ी और अराजकता फैलाने, शस्त्रधारकों, अवैध शस्त्र और शराब की खरीद-फरोख्त करने वालों की सूची तलब की है। संवेदनशील और अति संवेदनशील मतदान केंद्रों को भी चिन्हित करने को कहा गया है। नोडल अफसर अशफाक अहमद ने बताया कि जिले में 288 इलाके अति संवेदनशील चिन्हित किए गए हैं। इनमें 911 मतदान और मतदेय केंद्र शामिल हैं। 196 लोग अपने-अपने क्षेत्र के कमजोर वर्ग के लोगों को प्रलोभन और धमकी देकर मतदान करने से रोक सकते हैं। 167 मामलों में 829 लोगों पर शांति भंग करने की आशंका जताई गई है। इन्हें धारा 107/116 के तहत पाबंद किया गया है। अभी संवेदनशील और अति संवेदनशील और क्षेत्रों, गड़बड़ी करने वालों और दबंगों के चिन्हिकरण की कार्रवाई चल रही है।

Bihar Police: Arraria: पटना के सुपरहिट एसपी लांडे को अररिया ज्वाइंन करते ही मिली धमकी, नक्सलियों ने कहा बम से उड़ा देंगे...

अररिया।। बिहार के अररिया जिले के डीएम और एसपी को सीपीएम (माओवादी) के एक संदिग्ध क्षेत्रीय कमांडर ने चिट्ठी लिखकर बम से उड़ाने की धमकी दी है। अररिया के एसपी शिवदीप लांडे ने इसकी पुष्टि की है। उन्होंने गुरुवार को बताया कि डाक द्वारा नक्सली नेता स्वयंभू क्षेत्रीय कमांडर कृष्णा यादव द्वारा भेजी गई एक चिट्ठी में डीएम एम. श्रवणन और एसपी को बम से उड़ा देने की धमकी दी गई है।
उन्होंने बताया कि चिट्ठी में अररिया जेल में बंद एक नक्सली को छोड़ने की बात कही गई है। उन्होंने कहा कि चिट्ठी की जांच की जा रही है कि यह हकीकत में नक्सलियों द्वारा भेजा गया है या यह शरारती तत्वों की कारगुजारी है। उल्लेखनीय है कि लांडे एक महीने पहले ही अररिया के एसपी बनाकर भेजे गए थे। वह नक्सलियों की हिट लिस्ट में हैं।

कमिश्नर बदलने से पहले दिल्ली पुलिस के शीर्ष स्तर पर बदलाव शुरू हो चुका है। मंगलवार को गृह मंत्रालय ने स्पेशल कमिश्नर (एडमिनिस्ट्रेशन) अजय चड्ढा को गृह मंत्रालय में स्पेशल सेक्रेटरी (इंटरनल सिक्युरिटी) बनाने के ऑर्डर जारी किए हैं। 1 नवंबर को यू. के. बंसल के बीएसएफ के डायरेक्टर जनरल का चार्ज लेने के बाद से यह पद खाली पड़ा था। पिछले महीने स्पेशल कमिश्नर (पी.एंड एल.) एम. एस. संधू रिटायर हो गए। 31 दिसंबर को स्पेशल कमिश्नर (इंटेलिजेंस) बी. एस. बराड़ रिटायर हो रहे हैं। अगले महीने स्पेशल कमिश्नर (आर्म्ड पुलिस) सतीश चंद्रा रिटायर हो रहे हैं। इनके अलावा, इसी हफ्ते जॉइंट कमिश्नर (नॉर्दर्न रेंज) सुधीर यादव, जॉइंट कमिश्नर (सदर्न रेंज) अमूल्य पटनायक और जॉइंट कमिश्नर (ट्रेनिंग) सच्चिदानंद श्रीवास्तव का प्रमोशन हो रहा है।
जॉइंट कमिश्नर सत्येंद्र गर्ग को ट्रैफिक में दो साल 8 जनवरी को पूरे हो रहे हैं। इसलिए दो रेंज और ट्रैफिक में नए जॉइंट कमिश्नर की तैनाती तय है। सदर्न रेंज में विवेक गोगिया और नॉर्दर्न रेंज में सत्येंद्र गर्ग या ताज हसन को नियुक्त करने की संभावना है। ट्रैफिक में सत्येंद्र गर्ग की अति सक्रियता को देखते हुए उनके उत्तराधिकारी की खोज आसान नहीं मानी जा रही है।

पुलिस की कार्यशैली में बदलाव लाने के लिए रोजाना नए प्रयोग किए जा रहे हैं। मंगलवार को जिले के पुलिस कंट्रोल रूम व थानों मेंे तैनात पुलिसकर्मियों के स्वभाव में बदलाव लाने के लिए एक कंपनी के सहयोग से वर्कशॉप का आयोजन किया गया। वर्कशॉप में पुलिसकर्मियों को गुड बिहेवियर का पाठ पढ़ाया गया। पुलिसकर्मियों को बताया गया कि वे किस प्रकार तनाव पूर्ण स्थिति में रहकर भी जनता के प्रति अपने व्यवहार को ठीक कर सकते है।
पुलिस कमिश्नर एसएस कपूर पुलिस की कार्यशैली में सुधार के लिए काफी प्रयास कर रहे हैं। पुलिसकर्मियों के व्यवहार में बदलाव लाने के लिए सांस्कृतिक व स्पोर्ट्स क्लब बनाए गए हैं। इसके अलावा कई और प्रयास भी किए जा रहे हैं। मंगलवार को पुलिस कंट्रोल रूम व सभी थानों के एमएचसी की एक कंपनी के सहयोग से मोहन कोपरेटिव स्थित टे्रनिंग सेंटर में एक दिन की वर्कशॉप का आयोजन किया गया ताकि पुलिस की कार्यशैली में सुधार लाया जा सके ओर उन्हंे आम जनता के प्रति संवेदनशील बनाया जा सके। इस वर्कशॉप का उद्घाटन डीसीपी हेड क्वॉर्टर नाजनीन भसीन ने किया। इसी प्रकार बुधवार को एक वर्कशॉप उन थानेदारों के लिए आयोजित की जाएगी , जिनके व्यवहार में सुधार लाने की जरूरत महसूस की गई है।

Police Appointment: Delhi Police: 26 जनवरी के बाद दिल्ली पुलिस को मिल सकता है नया पुलिस कमिश्नर, नीरज कुमार के नाम पर लग रहे है कयास...

26 जनवरी गुजरते ही दिल्ली पुलिस को नया कमिश्नर मिलने की प्रबल संभावना है। बी. के. गुप्ता की जगह तिहाड़ जेल के डायरेक्टर जनरल नीरज कुमार नए पुलिस कमिश्नर बनाए जा सकते हैं। जल्द ही दिल्ली पुलिस में शीर्ष स्तर पर बड़ा फेरबदल भी हो रहा है। गृह मंत्रालय के सूत्रों के अनुसार, वर्तमान पुलिस कमिश्नर बी. के. गुप्ता को यूपीएससी (संघ लोक सेवा आयोग) या एनएचआरसी (राष्ट्रीय मानव अधिकार आयोग) का मेंबर बनाया जा सकता है। उन्होंने 10 नवंबर, 2010 को कमिश्नर का चार्ज लिया था और उनका रिटायरमेंट अगले साल 31 जुलाई को होना है। इन आयोग के मेंबर 65 साल की उम्र तक पद पर रहते हैं और संसद के दोनों सदनों में दो-तिहाई बहुमत से प्रस्ताव पारित होने से पहले इनके सदस्य पद से नहीं हटाए जा सकते। इन सदस्यों का स्टेटस सुप्रीम कोर्ट के जज की तरह होता है। इस वक्त यूपीएससी में दो सदस्यों की वैकेंसी है। पूर्व पुलिस कमिश्नर के. के. पॉल यूपीएससी के मेंबर बने थे, जबकि सीबीआई में डायरेक्टर रह चुके पी. सी. शर्मा एनएचआरसी में दूसरी बार मंेबर हैं।
हालांकि गुप्ता के बाद काडर में सबसे सीनियर अफसर आईबी के स्पेशल डायरेक्टर वी. राजगोपाल हैं, लेकिन कमिश्नर बनने में उनकी अनिच्छा को देखते हुए तिहाड़ जेल के महानिदेशक नीरज कुमार को नया कमिश्नर बनाए जाने की संभावना है। 1976 बैच के आईपीएस अफसर नीरज कुमार 31 जुलाई, 2013 तक कमिश्नर बने रहे सकते हैं।

Rajasthan Police: Pushkar: राजस्थान पुलिस पर आरोप, हड़ताली डॉक्टरों से दोस्ती निभा रही है पुलिस..एक भी हड़ताली डॉक्टर नहीं किया गिरफ्तार..

पुष्कर.प्रदेशव्यापी हड़ताल के चलते पुष्कर में बीते सात दिनों से सभी डॉक्टर मरीजों को भगवान भरोसे छोड़ खुले आम घूम रहे हैं। मगर पुलिस सरकार की सख्ती के बावजूद उन्हें गिरफ्तार नहीं कर रही है। ऐसे में माना जा रहा है कि पुलिस डॉक्टरों से अपनी दोस्ती का फर्ज निभा रही है। डॉक्टरों की हड़ताल की वजह से पुष्कर समेत आसपास के गांवों के मरीज इलाज के लिए दर-दर भटक रहे हैं। राज्य सरकार ने हड़ताली डॉक्टरों के खिलाफ रेस्मा के तहत कार्रवाई के आदेश दिए हैं। लेकिन सात दिन बीत गए हैं पुष्कर पुलिस ने अभी तक राजकीय चिकित्सालय के 6 में से एक भी हड़ताली डॉक्टर को गिरफ्तार नहीं किया है।

There is an acute shortage of IPS officers throughout the country. In January this year, there were 3,393 IPS officers against a sanctioned strength of 4,720, a shortage of 1,327 officers. The gap was created when the Centre fixed the number of IPS and IAS recruits in 1990s for five consecutive years. This created a huge shortfall over the years. Simultaneously, new districts and posts have been created while the intake of officers remained stagnant. Also, nearly 30 IPS officers quit their jobs between 2008 and 2010 to move on to greener pastures in private companies in their mid-career.
To cope up with the situation, the Centre recently decided to go for special recruitment plan to induct IPS officers from young officers of paramilitary and state police forces. The examination for this will take place from 2012.

KOLKATA: Commuters in the city are likely to get a New Year gift from Kolkata Police in the form of decongested roads and better traffic management. The cops are working on a slew of initiatives - shorter waiting time at crossings, better automated traffic management through refurbished area traffic control (ATC) system, allowing right turns at many crossings, better pedestrian traffic management and extending the bus-bay system beyond the central business district area - to make hassle-free movement of traffic possible across the city.
On the basis of a detailed traffic volume studies at different crossings, traffic police are reducing the signal cycles from 180 seconds to 90 seconds and from 90 to 45 seconds. "Over the years, there has been a tremendous change in the nature of traffic. We are reducing the signal cycle on the basis of the traffic volume vis-a-vis our traffic management system. This will facilitate a faster dispersal of traffic from road intersections. Now people will have to wait less at crossings. Resultantly, their journey time will also be reduced substantially," said additional commissioner (II) Soumen Mitra. If reduction of signal cycle is a very important step towards a free flow of traffic, then automated traffic management through the ATC is another stride ahead in the city's traffic management system. There were some technical snags in the ATC that was installed by Keltron. Those errors are likely to be rectified now. Under mega-city project, 95 crossings of central business district of the city would be under the purview of ATC. "Strand Road in the west, AJC Bose Road in the south, AJC-APC Road in the east and Mahatma Gandhi Road in the north will be the circumference. All roads in between will be covered by this system," said a senior traffic police officer.

KOLKATA: Mamata Banerjee has requested Union home minister P Chidambaram to direct his ministry for the "repatriation" of two IPS officers to Bengal. The step comes from a chief minister desperate to meet the shortfall of IPS officers in her state. The two officers - Rajesh Kumar Yadav and Suman Bala Sahoo - are now on deputation with the Central government. Sahoo is now the joint director of CBI and Yadav is serving as the SP of National Investigation Agency.
Though both are yet to complete their five-year tenure with the Centre, Mamata wants them to be back in Bengal urgently and work for the state. For the past few months, the state home department and the Union ministry have been discussing the issue, but the Centre has not been very keen on releasing the officers. According to the chief minister, Yadav had served in difficult areas in Bengal (he was SP in Purulia) and his experience would be valuable in the current scenario (read the Jangalmahal crisis) in Bengal. Mamata has often rued the absence of officers in the state and has taken a stand not to let officers from Bengal go on deputation. The number of IPS officers in the state cadre is 230 - with 159 IPS recruits and another 71 promotees. Bengal has the second largest number of IPS officer strength in the country. But at a time when there is shortage of IPS officers throughout the country, it means the number of vacancies for IPS officers in Bengal is also among the highest in the country. Out of the 230 IPS officers, 34 are currently on deputation, mostly on Central government duty, but some are also in inter-cadre deputation. However, even the number of deputed officers is well below the quota of West Bengal - about 60 - the maximum number of IPS officers who can go on deputation from the state.

SURAT: Labrador. Present. Doberman. Present. Pomeranian. Present... This could very well have been the roll call at the B R Bhana College here on Tuesday. More than 100 canines of various shapes and sizes were paraded in the campus by students on what they declared as 'Dog's Day'.
However, the college principal, A Dixit, was not amused seeing his campus going to the dogs. "We called in the police and evicted all the students who had brought their pets along with them. We don't sanction such celebrations," he said. Some of the smaller breeds that arrived for the campus tour had come dressed for the occasion, in fancy boots and attractive garments. Although the scandalized principal played spoilsport, Dev Patel, the student general secretary, nonchalantly said that it was just another day like 'Rose Day', 'Formals Day' or 'Taditional Day' that are usually observed in the campus.

VADODARA: Supporters of activist Anna Hazare, who were demonstrating at Mahatma Gandhi Nagargruh on Tuesday morning, got a pleasant surprise. A cop posted in Raopura police station walked up to them and distributed flowers. Police sub inspector A K Parmar appreciated the demonstrators for their crusade against corruption. The demonstration was organized by Vadodara chapter of India Against Corruption.
Parmar told the media-persons that he is against corruption and he is a supporter of Hazare. "I don't indulge in corruption and won't allow anyone to indulge in corruption," he said. The gesture by this cop touched the demonstrators who were elated that their movement is reaching message to citizens.

NEW DELHI: Delhi Police needs to re-think about their men's safety after the recent incidents of cops being targeted seems to have become a routine. Two incidents have been reported from south Delhi in the last one week where police officers have been targeted. In the first incident, a cop was injured in Vasant Vihar last week when he tried to stop a biker during a routine check. The accused youth reportedly stepped on the gas and rammed into the cop and fled away. According to the FIR, the victim cop, identified as constable Shamsher Singh, was posted at a picket in Paschimi Marg along with two other constables."We were checking vehicles coming from Outer Ring Road into Vasant Vihar when around 6.45pm I saw a scooterist coming at a high speed. I signalled him to stop but he did not pay heed and instead stepped on the gas," said Singh.
When Singh came in front to stop the speeding vehicle, the biker rammed into him and allegedly sped towards Vasant Vihar. My fellow constables took me to a hospital. We could not even note down the bike number as it was being driven at high speed. However, I can identify him again, said the cop in the FIR. Ironically, the only information other cops could gather about the accused biker was that he was around 20 years of age, said police. In the second incident, a drunken man tried to flee after cops signaled him to stop in Lodhi Colony and in the confusion rammed into the barricades, police said. The cops had a narrow escape as they swiftly moved aside seeing the man speeding towards them. The accused, identified as Anurag Saksena, was however overpowered and arrested. Meanwhile, even after 4 days that a cop was thrashed with hammers and a taxman shot at in Sarojini Nagar, police have made no headway in the case. Although the sketches of the accused have been prepared, the investigations have not gone anywhere. The crime branch is investigating the matter.

"Head constable Neeraj showed commendable behaviour by remaining undaunted by his senior's name and this was commented favourably on by the senior police officer who recommended him for a rewardWe have given HC Neeraj a cash reward of Rs 1,000 for his commendable performance ," said joint commissioner of police (traffic) Satyendra Garg. NEW DELHI: A traffic head constable stopped a vehicle to issue a challan despite being "warned" that an officer of IG rank was seated inside it. Not only did he issue the challan, he also walked up to the senior officer in the car, saluted him as protocol demanded and let the vehicle go. After the senior officer recommended him for a reward, the traffic police has given the head constable (HC) a cash reward of Rs 1,000 on Monday.
The incident was reported on Friday in south Delhi when HC Neeraj Kumar, posted in Delhi Traffic Police's chase-and-challan wing, flagged down a vehicle that jumped a red light at the Kautilya Marg-Sardar Patel Marg crossing while moving from Gyarah Murti towards Dhaula Kuan. When the HC told the driver that he would be issued a challan, the driver reportedly told him that a joint director at the home ministry was in the vehicle and he was in a hurry. "The driver told Neeraj that the senior officer had asked him to drive quickly to their destination. However, Neeraj told him that no police functionary would tell anyone to jump a red light and proceeded to continue with issuing the challan. The senior officer inside the vehicle continued to observe the proceedings without interfering. After issuing the challan, Neeraj went over to the rear window of the vehicle, saluted his senior as is customary, and left," said a senior traffic police officer.

JABALPUR: Former MP Electricity Board (MPSEB) security and vigilance director and retired additional director general of police (ADGP) R N Pandey was Tuesday sentenced to one-year imprisonment and five other persons of a private hotel in Bhopal too were awarded six months imprisonment in a forgery case by a local court.
Special Court Judge Pradhuman Singh also imposed fines of Rs. 2.97 lakh on Pandey and Rs. 1000 each on Shakti Singh Bhadoria, Surendra Pathak, S N Rana Mazhar Ansari, and BS Jadon all working with the private hotel in the state capital who had issued fake lodging bills to Pandey to claim travel allowances. The special police establishment (SPE) of Lokayukta during investigation of a complaint found Pandey that had furnished fake bills to MPEB to claim for travel allowance for visits he didn't undertake between years 1998 and 2000. Later, Pandey got bail from the court.

With city police under pressure to ensure a peaceful New Year eve, the police officials, particularly those of traffic department, have chalked out plans of elaborate night patrols and intensive checking drives on highways.
Enforcing ban on liquor is the top priority for city police this year. A senior city police official told TOI that the party scene is yet to hot up due to recent crackdown on farmhouses and bootleggers. "It surely has worked as deterrent and we are expecting more family and friend parties this year on the New Year eve. Our priority would be to stop eve-teasers and miscreants," said a senior city police official. He added that the recent incident where three teenage girls were caught inebriated has forced the police to keep in mind the emerging trends. S M Khatri, deputy commissioner of police (traffic), said the department has 10 breathalyzers that would be used on December 31 night. "The instruments will be given to inspectors and sub-inspectors on patrol who will check any suspicious case and book the offender immediately. The officials will also keep an eye on unruly drivers," he said.

VARANASI: The cops learnt the art of collecting evidences scientifically in cases of murder, rape, explosion and road mishaps in a daylong workshop held in the city. The workshop was held with the help of Forensic Science Laboratory (FSL) scientists. IG (range) R P Singh said that during his meeting with FSL director S B Upadhyaya in Lucknow recently, he had requested to hold a special training programme for the policemen in Varanasi range.
Responding to the same request, the FSL director reached Varanasi recently to hold a daylong training programme. Singh said that this training programme was needed because in many cases, the junior cops do not try to collect evidences scientifically due to which problems are faced either at FSL level or in court during the course of trial. All station officers, all gazetted officers from Varanasi and two officials each from Chandauli, Ghazipur and Jaunpur participated in the training programme. SP (rural) Harish Kumar, who coordinated this programme, said that the training on many aspects of evidence collection is given during the regular training courses of police. But, during the special training programme conducted by the FSL, the cops were taught about the technicalities of new methodology of evidence collection, he said, adding that slide shows made this programme interesting as the team of 10 experts shared the details of incident site management protocol. The IG said that many aspects like DNA profiling, ballistic evidences, collection of evidences in rape cases scientifically, viscera preservation and fingerprint techniques were talked about during this training programme.

MUMBAI: The Mulund police arrested two men for reportedly impersonating and making fake rubber stamps of senior police authorities to forge identity cards. They used the stamps to make fake identity cards to attend the physical test in the ongoing police constable recruitment exams on December 23. The officials at the police headquarters are the signing authority that issues the cards to the candidates appearing for the job.
The accused Mangesh Satpute (28) from Dharavi, who had applied for the job, made his childhood friend Rohan Bheke (22) to appear for the physical test that was held at Bhandup complex in Mulund on Saturday. "Satpute tried to take advantage of the fact that he looks similar to his friend Bheke. He made Bheke his dummy to appear for the physical test after forging the ID card and swapping their photographs," Mulund police senior inspector Jivajirao Jadhav said. However, Mulund police Sub-inspector Laxman Sable and other officers going through the candidates' papers found discrepancies in Satpute's ID. "Their fraud came to light when officials found the stamp that says 'Police nyalaya' instead of 'mukhyalaya'. Mukhyalaya is the police HQ that issues the hall tickets and the ID cards to the candidates," Jadhav said.

India Against Corruption, claimed that the response was as encouraging as at New Delhi's Ramlila Maidan in August. It claimed 30,000 supporters attended the event by 4.30 pm on Tuesday. The city police put the attendance at 4,000-4,500. Both figures excluded 2,500 police personnel and about 500 mediapersons. Did the city, where more than half the voters do not show up for polling, chose to remain indifferent as usual to politically significant events. Or did the yearend holidays keep Anna supporters away?
Political commentator Surendra Jondhale blamed the poor turnout on Hazare and his team's weakening political credibility. "A working day is an insignificant reason but what really caused damage is that it [the protest] is ill-timed and politically not correct."

MUMBAI: It's a comedy of errors, set in motion by the act of following orders unthinkingly. Last month, after Mumbai police commissioner Arup Patnaik instructed the traffic department to fine all bikers wearing helmets without ISI certification, hundreds were booked for the offence. Farcically enough, these included owners of foreign bikes who wear helmets certified by Australian, Italian and American authorities.
"The purpose of the police commissioner's directive was to send a strong message to those using cheap plastic helmets which can't protect even a cyclist. But the cops carrying out the order have failed to understand that helmets certified by the American Department of Transportation (DOT) are among the safest in the world," says Debashish Ghosh, owner of a Harley Davidson bike. Adds Vijay Jain of Wheelieboy Adventure India Ltd, "We appreciate the traffic department's initiative to make sure people use ISI-certified helmets, but we are looking for a slightly higher standard as our bikes are more powerful and expensive. Our helmets are more reliable and have undergone stringent tests."
